Working Environment of the Ministry of Interior

After examining the changes in the economy and society which will make up the working environment of the Ministry of Interior over the next 10 years (1997-2006), it appears that there is a trend toward substantial change as follows:

  • Decentralization shall be tangible, and the growth of local areas will increase, both in terms of the quantity and the type of work which will require control and supervision by government representatives.

  • The growth in the number of urban dwellers will increase (the ratio of people in the city will increase from 35% in 1995 to 43% in 2005). The need for basic services, community and social development will increase accordingly.

  • Crime and public disorder will increase as a consequence of the growth in the number of urban dwellers and in consumerism.

  • People will have higher standards of living and be better educated. News and information will be more readily accessible. As a result, people will expect more from government services, both in terms of quality and quantity.

  • Bureaucratic systems will be overhauled, becoming smaller and more efficient.

  • Political reforms will be tangible and people will be more enthusiastic in participating in state administration. Bureaucratic systems will be competently monitored to measure achievements and openness.

  • Trends in globalization and advancements in technology will result in a wider dissemination of news and information. This in turn will lead to a free market type of economy and more consumerism. People will expect more from governments. NGO's will become stronger and play more active roles.

  • Guidelines used to solve the problem of poverty will emphasize major city developments and special economic zones rather than relying on the development of infrastructure in rural areas.



  • MOI's vision

    In order to adjust the direction and performance of the Ministry of Interior to suit the conditions mentioned previously, and to enable the whole community to gain maximum benefit from the Ministry of Interior, the following 10 year vision has been put forward:

    "The Ministry of Interior will be the main organization supporting local administrations to have efficient and sufficient administration resources to provide public services efficiently, according to the wishes of the people. This will be achieved by providing a provincial administration system, which is ready to assist local administrations. It should inspire the people to have confidence in the system of law, the services it provides and the open and clear manner in which the system operates. It will be a supporting organization for rural development by developing cities in accordance with environmental quality standards. This will be done through efficient use of land, and the development of high quality infrastructure which will be able to support ongoing economic development and the growth of society. It will add to and increase the quality of life.

    To achieve these goals, the Ministry of Interior will exploit modern information technology to enhance performance by taking on schemes and projects that can be monitored and evaluated in a tangible way. Personal development, with an aim to having good morale and confidence in a morally principled system, will be exploited as a means for management administration."
