Development Functions

  1. Main functions concerning social development.
  2. Goal: The quality of life of people in every province shall be improved so that all will have access to basic necessities by 2002

    The primary measures are to be as follows:
    The provincial Governor, in the capacity as provincial administrator, shall perform as follows:

    1. cooperate with the government sector, private sector, community organizations in the form of provincial societies to develop the quality of life of the people with the goal of providing basic necessities to all.
    2. promoting and supporting comprehensive and efficient distribution of basic services, such as education, public health, etc, by having local administration organizations and the private sector cooperate in performing the work.
    3. arranging activities for the development of target groups, especially children, juveniles, women, and those with inferior economic or social status to improve their wellbeing in terms of their body, mentality, wisdom, quality and preparedness to live happily in society. This will be achieved through methods which will encourage the people to jointly participate in solving their own and community problems.
    4. eliminating various types of discrimination in communities so that practices will be fair to both men and women.
    5. supporting the establishment of various organizations and groups in the community to engage in activities which are beneficial to the community and society, such as women's organizations, etc.
    6. promoting activities for reviving native customs, traditions, and cultural arts which will be beneficial to daily life.
    7. encouraging people to adhere to and perform in compliance with all religious tenets and to create confidence in the capabilities and knowledge of local people. This shall be the main principle used in developing the mentality, morality and ethics of people in the community.
    8. enhancing the capacity to develop comprehensive solutions to social problems, such as the problems of prostitution and AIDS, etc, by encouraging and supporting cooperation between community organizations and the private sector to work together.
