On 11 December 1996, the government, under the direction of former Prime Minister General Chavalit Yongjaiyuth announced 11 new policies to the parliament, of which policy no. 9 focused mainly on "Science and Technology".
The government strongly desires to upgrade proficiency in science and technology to serve as tools for the development of the country's economy. The aim is to efficiently boost production capacity so as to compete in the global marketplace, as well as to reinforce the long-term strategy for the development of science and technology. The goals are as follows.
- To develop the quality and quantity of manpower in science and technology to accommodate the great demand for labor in this field.
- To establish joint-efforts with foreign countries in the development of technology and to encourage foreign investment for the production of high-level technology, as well as to conduct research and development related to technology, and to set up training institutions for the transfer of technology to the Thai people.
- To encourage the development of technology necessary for the potential growth in all production sectors of the country.
- To encourage technology transfer that will be of significant support for targeted industries established by foreign investors, and in the agriculture industry, as well as to encourage the transfer of technology to different regions of the country.
- To encourage joint efforts and mutual cooperation in science and technology research and development between the government and private sectors.
- To create awareness and special interest in science and technology, as well as to promote scientific creativity among Thai youths.
- To develop and adapt IT systems for human development and economic expansion.
