เมื่อวันที่ 17 มกราคม 2566 ที่ผ่านมา เวลา 09.00 – 12.00 น. ณ ห้องประชุม 2 ชั้น 5 กรมการปกครอง นายแมนรัตน์ รัตนสุคนธ์ อธิบดีกรมการปกครอง ได้มอบหมายให้ นางวจิราพร อมาตยกุล ผู้อํานวยการกองวิชาการและแผนงาน เป็นประธานในพิธีเปิด “โครงการเสริมสร้างความสัมพันธ์ระหว่างประชาชนกับประชาชนเพื่อรับมือกับความท้าทายด้านความมั่นคงรูปแบบใหม่ในภูมิภาคลุ่มน้ำโขง” (Enhancing People-to-People Connectivity to Address Non-traditional Security Challenges in the Mekong Region) ซึ่งเป็นโครงการที่ได้รับการสนับสนุนงบประมาณจากกองทุนความร่วมมือลุ่มน้ำโขง-สาธารณรัฐเกาหลี ครั้งที่ 6 (Mekong-Republic of Korea Cooperation Fund: MKCF) โดยมีผู้แทนจากสถาบันความร่วมมือเพื่อการพัฒนาเศรษฐกิจลุ่มน้ำโขง (Mekong Institute: MI) ได้แก่ นายมาเดอร์เจย์ เค ดัตต้า ผู้อํานวยการฝ่ายการอํานวยความสะดวกทางการค้าและการลงทุน และนายอาชูทอช เค จา เจ้าหน้าที่ประสานงานด้านการเงิน ผู้แทนจากกระทรวงการต่างประเทศ ผู้แทนจากสำนักงานปลัดกระทรวงมหาดไทย พร้อมทั้งผู้แทนจากที่ทำการปกครองจังหวัดและที่ทำการปกครองอำเภอกลุ่มเป้าหมาย ร่วมเป็นเกียรติ

โครงการดังกล่าวมีวัตถุประสงค์เพื่อส่งเสริมการบูรณาการในระดับอนุภูมิภาคและการมีส่วนร่วมของประชาชนในการรับมือกับปัญหาอาชญากรรมข้ามชาติในพื้นที่ชายแดนไทย-ลาว และไทย-กัมพูชา อย่างครอบคลุม โดยเฉพาะอย่างยิ่งปัญหาการค้ามนุษย์ การค้ายาเสพติด การลักลอบขนคนเข้าเมือง และการลักลอบเข้าเมืองอย่างผิดกฎหมาย ผ่านการเสริมสร้างความสัมพันธ์ระหว่างประชาชนกับประชาชน (People-to-People Connectivity) ในพื้นที่ชายแดน และการจัดตั้ง “กลไกการเฝ้าระวังชายแดนอย่างมีส่วนร่วม” (Public Vigilance for Cross-border Security: PVCS) เพื่อส่งเสริมให้ประชาชนในพื้นที่มีส่วนร่วมในการสอดส่อง เฝ้าระวัง และแจ้งเหตุอันควรสงสัยแก่เจ้าหน้าที่ฝ่ายปกครองเพื่อขยายผลอย่างเป็นรูปธรรมต่อไป

ทั้งนี้ ผู้อำนวยการกองวิชาการและแผนงาน ได้เน้นย้ำถึงบทบาทสำคัญของบุคลากรกรมการปกครอง ในฐานะหน่วยงานที่มีภารกิจหลักในการรักษาความสงบเรียบร้อยและความมั่นคงภายในของประเทศ และเป็นหน่วยงานที่มีความใกล้ชิดกับประชาชนในระดับพื้นที่ อีกทั้งยังมีความรู้ความสามารถที่จะสนับสนุนการดำเนินการต่อต้านภัยคุกคามด้านความมั่นคงแบบใหม่ในภูมิภาคลุ่มน้ำโขงได้อย่างครอบคลุมและมีประสิทธิภาพได้อย่างเต็มที่

The Department of Provincial Administration held the project launching ceremony of the “Enhancing People-to-People Connectivity to Address Non-traditional Security Challenges in the Mekong Region” which is funded by the 6th Mekong-Republic of Korea Cooperation Fund.

On 17 January 2023, on behalf of Mr. Manrat Rattanasukon, Director-General of the Department of Provincial Administration, Ms. Wajiraporn Amatyakul, Director of Technical Services and Planning Bureau, presided over the project launching ceremony of the “Enhancing People-to-People Connectivity to Address Non-traditional Security Challenges in the Mekong Region,” which is funded by the 6th Mekong-Republic of Korea Cooperation, at Conference Room 2, the Department of Provincial Administration. The event was attended by representatives from the Mekong Institute, including Mr. Madhurjay K. Dutta, Director of Trade and Investment Facilitation Department, and Mr. Ashutosh K Jha, Project Finance Coordinator, as well as representatives from the Ministry of Foreign Affairs, the Office of the Permanent Secretary for Interior, and the Provincial Administration Offices and the District Administration Offices that are in the target area.

The main objective of the project is to promote sub-regional integration and civic engagement to comprehensively address cross-border crimes along the Thai-Lao and Thai-Cambodia borders, particularly human trafficking, drug trafficking, people smuggling, and illegal immigration, through the enhancement of people-to-people connectivity and the establishment of a mechanism called “Public Vigilance for Cross-border Security,” or PVCS, to encourage the roles of the locals in monitoring and reporting suspicious incidents to administrative officers to effectively conduct further investigation.

On this occasion, the Director of Technical Services and Planning Bureau emphasized the significant roles of the Department of Provincial Administration, an agency whose core mission is to maintain order and internal security and that works closely with the people in the provincial areas, in contributing to the more comprehensive and effective efforts against non-traditional security challenges in the Mekong region.
